Was supposed to be given "The Game" gimmick that ended up being given to HHH?
I've heard this from a few sources over the years and have no idea if it's true. If it is, it kinda proves that Owen would have ended up a main eventer/title holder in the early 2000's.

Its true and it wouldnt have changed the fact that he never would have been a world champion IMO.

I believe Triple H has confirmed this in interviews.
I definately think by the end of 2000, beginning of 2001 Owen hart would have been a world champion.

W/ Austin and Undertaker out, there was a huge main event void. Triple H and Rocky were obviously the top guys, but others still held the top title. Angle didn't get the WWF Title until late 2000, so thats a full year Owen would have had to get the title in that time. Owen would have probably have gotten the push Bulldog got at the end of 1999 and not dropped the ball like Davey did.

Owen was already winding down his Career and being pushed aside before his death in 1999.
I could be wrong but I just don't see a world title run happening in 2000-2001.

Owen had just had a successful tag team run w/ Jeff Jarrett and was scripted to win the IC title the night he died. Alot of people forget that Austin basically held a grudge against Owen because Owen never apologized for the botched piledrived right away (confirmed by Bret). W/ Austin out for a year, that would have removed any ill will against Owen for a bit and the guy would have probably been given a chance to move further up the card. But winding down, not really. The guy was in the middle of a decent push.

I was always a very big Owen fan, but I don't think he was ever going to get the title. If it was to happen it would have been 94-95.
I was a big fan of the Black Heart gimmick. I feel like they could have done a lot more with it but it kinda fizzled out after WM14.

Owen wasnt gonna get the title. He was scheduled to win the IC title that night, yes, but the IC title had lost its luster at the time and obviously "The Bluz Blazer" was not going to be taken seriously as IC champion. Owen would not have recovered from the Blazer gimmick to reach the main event. Mid card yes, but not the level of Rock, Triple H, Angle, etc.
I agree, if he was going to win the title, it would have been in 94-95. I dont understand why the run they gave to Backlund (for some ungodly reason) wasnt given to Owen. Owen could have won the title at Survivor Series by some screwed way, just like Backlund did, drop the title back to Bret or Diesel at the Rumble, and then had a Submission match against Bret at Mania 11 to end the fued. Immediately makes the Mania 11 card better.
