It has always been The Undertaker's parents' ashes in there. But, for this angle, I'm thinking it's Paul Bearer's.
A few weeks ago, when Punk was on the screen talking to Taker while holding/juggling the urn, he told Taker that Paul's death "was not only a personal loss, it's a professional loss as well." He then 'listened' to the urn, and told Taker that Paul wanted to tell him that he "gets counted out or disqualified, it's still a loss", indicating that Paul was in the urn...

It had nothing to do with Paul Bearer thats for sure. Since that was the "urn Paul Bearer carried around".

No seriously, it was never "assumed" or said that it was Takers parents in the urn. Which would be really silly seeing as how 7 years after the Urn debuts, Kane & Bearer dug up Takers parents. The Urn as always contained "the spirits of the men The Undertaker defeated". There's really no symbolic meaning behind the ashes, the physical urn is what's symbolic in The Undertakers career.
