What it is is basically building things out of points and lines and fills.. if that makes sense. So its not a filter on a photo, he completely created the image (probably by tracing over the photo).
The edited version is a HUGE improvement, you basically changed everything I was going to suggest (the wrinkles on the shirt and kickpads, detail on the belt). However, I think in the second one, the beard looks like it connects all the way around the chin, which I dont believe its supposed to.
The scott lost one is pretty cool, kinda simple, which is fine, I like the font. The cut is weird though.. his left leg is just.. missing.

I hate to be a stickler, but that is not the definition of "vector art."
Anyways, the 2nd one looks nice. It could be improved with some more detail and shadowing, but it's pretty good as it is.

As I said on the indy board, the Joey Ryan vector looks decent, but the head still looks to much like Tony Clifton to me. However, the Scott Lost graphic looks awesome. I just really like it. The colors are very vibrant, with the baby blue background really setting off the picture.
