Best time to apply decals to customs

Question about decals...

Is it best to paint the figure, then apply mod podge or whatever sealant and then add decals, followed by another mod podge covering?

Or better to paint, decal and then add the sealant as finishing touch?

I always do paint, seal, decal. With a decent amount of time between steps.
