What's up with that haha?! Why can't we have the best of both worlds? They even renamed it the Main Event line and gave us removable heads and hands. Just one step away from greatness. If they can do it for Hogan, they can do it for all. Not a budget or case by case basis thing. Just the simple single jointed arms of old will do the trick.

I always wonder why only Hogan still gets the old articulation. At first I thought they were releasing many cancelled figures they aready had. But it keeps going and going for years now.

I assume it has to do with that particular torso, should or arm mold and them not yet re-doing it in the current basic/main-event style?

That's what I believed at first but now they changed his legs to the new articulation and still kept his additional ankle articulation. It's not only present in his arms.

Could be a lot of things, but keep in mind, Hogan along with some other wrestlers (triple H as well) has say in how his merchandise looks.
He likely told Mattel after they showed him the new basic arms, "that doesn't work for me brother" and forced Bill and co to keep the original arms.
Honestly, knowing Hogan I can almost guarantee that happened.

That's actually also my recent theory on this subject. 😉 Too bad there aren't more guys with this kind of attitude because maybe we would get other top guys with additional articulation.

Or maybe it's because Hogan continues to move merch big time, brother. So there's a larger budget for his figures, jack, and he can justify the extra costs, dude.
