RA17 was never going to be a TTL figure, and like you said, it’s too good to be a custom. Or a bootleg. Here’s what the RA17 prototype looked like: My suspicions are that it’s an exclusive from outside of the U.S., but I really don’t have anything that would lead me in that direction.

The red looks hand painted, and the white lines being visible under the yellow on the Hardcore Holly logo is odd. With how there is a misalignment in the logo, I'd say it's a decal. Not an expert by anymeans, but either a really good custom or most likely a painted prototype.

Definitely a factory job, been researching this for ages and I’m absolutely stumped, checked every uk ttl set and those ttl 4 packs released later on by jakks and nothing

Somewhat similar to the 2-pack with RVD in Most Wanted - Maybe its the original proto type piece that was changed

Years ago Woolworths in the UK did 4 pack boxsets of modern guys in TTL form.
One set included Cartlito, Ric Flair, Shawn Michaels & Chris Masters.
I think a few more were made so I assume that's where the Holly is from.

I'm thinking it's a prototype of the Backlash figure. It doesn't have the metal strip on the foot. No TTL style figures since 2001 had the strip anyway.
