Looking back at the TNA line, my pick has to be TNA Cross the Line series 1: - Beer Money Inc - the only real decent set
- Samoa Joe and Mick Foley - the set was based off of the TNA Front Line - however these two never really tagged together so it was a strange choice
- Scott Steiner and Kevin Nash - originally supposed to be Booker T - this makes sense as Scott and Booker were tag champs, however Scott and Kevin didn't do much together and it seemed like he was thrown in
They should have really made an impact and had this as their first two pack:

Jakks BCA series 2 and 3. Don't get me wrong, I love the line but having Bret and Shawn in each of the first 3 series was a waste. King Mabel, 1-2-3 Kid or Smoking Gunns come to mind as characters that should have been made.

Right, here me out. Classic Series 28...
Now the lineup is good, and I know it was the last set before the licence ended but the set sucked. Plain as hell Undertaker, a re-released LJN of Rey Mysterio when Batista and Orton protos were floating about, a street gear Piper and Bret, it just was terrible. Going out with a bang? Absolutely not.
I honestly feel the last set is an embarrassment to the line. I wish they hadn't bothered.

Regarding more of the "Worst Sets" side of things than strictly who is in them...
One box set that comes to mind is that one Gangster DX "Wiseguys" set
I mean, I'm all for suited figures. They're some of my favorites
But who in the blue hell thought that would be a good idea? Those have got to be the ugliest suits they could have put them in and who would ever want DX in suits? On top of that, they didn't even bother to match the figures to the photoshoot, they just threw some DX heads on suited bodies and called it a day
Also, while all of the pre-realscan TTL figures were rough, I can't help but feel like TTL 3 were some of the most butt-ugly wrestling figures ever made. I mean, at least BCA had charm. Those early TTL figures were just... bleah.
Finally, just... maximum sweat. I don't have anything new to say about that line that hasn't already been said, but it does need listed.

MAYBE Bossman and Gangrel, but still they were all rough. I also hated the Flex-Ems, and if you remember those.. they had exclusive heads that sometimes were much better then the RA heads like Kane and hurricane and that was irritating Also Some boxsets were kind of lame, if you were paying more per figure you would want some type of exclusive. Kane/Rock/Hogan, and Austin/Taker/Kane were 2 that come to mind that were just blah.

The worst part was that, IMHO, that was the best TTL Shane we got and you had to buy a box set to get him. It was the only TTL wrestling attire figure for him they made that the shirt wasn't just painted/molded on.
And then they released the pink dress Stephanie in the Billion Dollar Trio set and I decided "Just No" and never picked her up. I ended up finally getting one of her about a year ago on secondary loose. She can't stand to save her life, her one leg is a good half inch longer than the other.
Flex-Ems were just ridiculous to me. Who on earth would want those?
Also, going back to box sets, weren't there box sets with eight or ten figures in them that just rotted because nobody was willing to spend that much on a single set?

The Last Deluxe TNA Set, it was only Mr. Anderson and Angelina Love, only 2 figures? and why those 2? no offense to them, but that is the most random wrestlers to put in a 2 figure last set, Deluxe TNA had some weird sets

Those massive box sets always looked so cool but we're damn expensive and really, for anyone who wasn't just starting out collecting probably had at least half the figures anyway. Just in different attires.

I believe the only salvageable figures in this set are the HBK and HHH figures. But even then I remember them having weird skin tone issues with them not matching. The Shawn head to the body wasn’t great if I remember right, but it was the darkness of his beard that made it look worse.
