They might do an angle where Ziggler loses the handicap match and during a backstage segment snaps and attacks Ambrose.

Maybe the graphic department messed it up? After all it's a pretty old pic of the Miz, soooo? Or Ziggler was scheduled to be in the chamber when they had the shirts made and didn't bother order new ones?
