im looking for a good pants mold for jeff hardy, i have an extra matt hardy pants, would that work??
and also if i put an r3 torso and ra legs together, would it be scale to reg ra's

The Matt Hardy pants should work fine. And if you use an R-3 Torso with Ra legs it should be in scale. I made three Jeffs with an R-3 torso and ttl hardy pants and it is in scale and those pants are close in size to Matt's Ra pants.
