It's plastic sweating. The oils in plastic keep it from becoming the flakey, brittle type of plastic that don't hold paints well and cheaper made figures tend to sweat. I've had it happen with a LOT of D&D type board game pieces. No Mattel figures though. Make sure the area your figures are in isn't too moisty and aired out frequently. Hot, moist summer days are worst for action figures of any kind.
Also, consider wearing gloves. The white film can be quite greasy and sometimes sticks to the fingers.

i work in the rubber/plastic industry and this is actually called "bloom".
it means that some of the ingredients used to make the head are gassing out. if im not mistaken a little bit of alcohol will clean it off, but may also accelerate the bloom process.
