What are some Mania matches that were planned (or rumored to be planned) at some point, but were changed. I know of:
Flair vs Hogan (WM 8)
Savage vs Bret (WM 9 or 10)
HBK vs Bret II (WM 13)
Bret vs Austin II (WM 14)
Angle vs Hennig (WM 18)
Hogan vs Valentine w/Sheik (WM 22)
HHH vs Cena II (WM 23)
Hogan/Khali (WM 23)
Hogan vs Shane (WM 23 or 24)
I know I'm forgetting many...

LOD vs Money Inc @ WM8.
this was meant to be where Money Inc deprived LOD of the titles(by nefarious means) and then LOD were to regain them at Summerslam 92.
the rest I have heard about were already planned.

I heard that Hogan vs Big Show WM 23 was talked about but got scrapped and when it did whoever was running in Memphis (Not sure if Lawler was or not) booked the match about two weeks after Mania. I was told they finished just like WM3 Hogan slammed Show dropped the leg and 3 count.

WM4 Steamboat and Savage could have had a WM3 rematch in the tournament. I remember watching it live hoping to get a rematch and was upset when it did not happen.

Bret was set to wrestle Ricky Steamboat at WM 2. They even had matches on house shows before hand. But then they didn't end up doing it, and had the Harts in the battle royal and had Steamboat vs. Hercules.
