Your Popy is a cartoon character, appearing in the cartoon series "Tiger Mask II world". Popy released merchandising around this cartoon in 1980: 5.5" figures (like yours), 11" (animated) Tiger Mask II, 10" articulated (animated) Tiger Mask II (with 2 smaller figures in red and blue), 14" (animated) Tiger Mask II, some smaller blockier articulated (animated) Tiger Mask II and a kids belt.
Anyway, I guess we're more interested in the 5.5" line... This line was released as single card figs or double packs with a mini ring (more to use as a pedestal). I believe about 16 figs were in this line. The ones I know off: (animated) Tiger Mask II, Byakuma (yours), Puma, a 'winged' mask guy, Seidou (one that later clearly inspired the creators of Street Fighter Blanka (he looks about the same but a blue version)), Piero, Silber (a green yeti-like creature).
In 1981 Popy received a licence from booking agent Don O'neil to produce wrestling figures. They would make ten 5.5" figures in the "super professional wrestling series": Abdullah The Butcher, Andre The Giant, Antonio Inoki, Bob Backlund, Dory Funk, Harley Race, Hulk Hogan, Mil Mascaras, Stan Hansen and Terry Funk.

..ive got such a hard task to find these figures, i wish japan had e bay instead of yahoo auctions then maybe it would be easier to get these figures.

While it's somewhat easy to find Popy toys on ebay, sadly this isn't true for wrestling related Popy toys... The Tiger Mask II world figures are pretty easy to get on Yahoo! Japan Auctions and usually cheaper than the wrestling figs by Popy... ofcourse it requires a bidding agent which brings extra costs... Then again: collecting Popys is a challenging hobby
