we have whittled it down to Bret and Perfect.
and my vote goes to Bret.

Bret Hart
Matches against Perfect (Summerslam 91), Piper (WM9), HBK (Ladder match) & Davey Boy (Summerslam '92) involving Bret and the IC title in some form either as challenger or champion for me makes Bret the best I.C champ ever.

I went for Mr Perfect.
He never seemed to have the "box office" magic to make it to the World Title, but was a class act all round and was the "perfect" fit for what made the secondary title great.

Bret Hart is my favorite of all time. HOWEVER,
Mr. Perfect is my favorite Intercontinental Champion of all time.

Mr. Perfect gets my vote for this one. Like I said before, heels always make the best I-C Champions. Bret's tenure as I-C Champion was killer though, gotta admit that much.

I also voted for Mr.Perfect. He's the man I always think of first when I hear the phrase "Intercontinental Champion". Bret, I always think of the World Title when I think of him.
A title that Mr.Perfect should have held at least once also, IMHO.
