I remember that Samoan Gangsta Party storyline as well. I went to a WWF house show once and they came out to Coolio's "Gangsta's Paradise," which was actually still a new song/hit at the time.
They were supposed to be the gangster, bad-influence Samoans for ultra straight-laced Fatu to feud with. Given that the fans turned Stone Cold Steve Austin from heel to babyface shortly after this WWF era and stopped cheering for traditional babyfaces (Die Rocky Die!), I think it would have backfired.
But, as you said, we never got to see it play out.
