Basically, Ron Herd (who was basically running WCW at the time) and Flair had been going at it for months. Flair was on the way out, and was asked to drop the belt to Barry Windham. From there, WCW would try to make Luger vs Windham the biggest feud in years. Herd was worried that Flair wouldn't drop it cleanly, so he fired him on the spot and demanded he give back the belt. What Herd hadn't realized, and this should probably say something about how he ran WCW, was that the champion had a deposit on the belt. When you were champion, you put $25,000 (correct me if that isn't the number) down and you got it back when you lost the belt. Herd refused to pay Flair, so legally, Flair didn't have to return the belt.
Since Flair was technically fired, he could go to the WWF with the belt. Vince took full advantage of that, as you could probably tell from late-1991 tapes with Hogan/Flair staredowns when both guys wore the belts. On the WCW side, fans were pissed that Flair was fired. Windham vs Luger barely got off of the ground. WCW eventually paid Flair his money back, Herd was fired a little while later, and Flair won the WWE Title soon after handing the WCW Title back.
