Looks like a custom to me! Not to say that an error Kamala without a moon or star isn't out there, but not this one. Talcum powder- PLEASE! Here's the seller's text (not a reliable feedback record either): I would have bid on this piece but not after reading his auction description.

iv been collecting hasbros since 93 and iv never heard of this, i would bet my house 'THE STAR' has just been rubbed off and then the bubble resealed. hope its fake for my house sake ~FOX~

It's definately an LJN or LJN bootleg. Notice the legs, the one on the Hasbro one are molded together.

As a Hasbro customizer the Talcum powder look is what happens when you use Crazy glue to glue on a bubble.
The seller should have used SUPER glue...it doesn't leave that white residue
