I was looking into buying this event as I've always been curious to see it. But how is the event as a whole (not including Owen's death) is it worth buying?

Honestly, it wasn't that bad. The Al Snow/Hardcore Holly Hardcore match went all over the arena, which was cool as hell to see live. The Rock vs HHH (Cast vs Cast) match has a very interesting stipulation as well as a decent match. The main event between Austin and Taker was great, IMO. They fight near the ramp and Taker get his head shoved through some glass windows. The match had a pretty surprising ending as well.

Rock/HHH wasn't a cast match, that happened later on Raw, however on topic, the PPV was actually really good, I love the ME, and the Hardcore match is rather good too, and the Union/CM is also a good match, but tbh the build to it was much better, in all honesty possibley the best build I've seen for a PPV

Pretty much your typical WWF 1999 PPV, a lot of hit and miss stuff.

Yea, you guys are right, you can't buy it unless someone either sells the original taping of the event or a DVD copy which had been recorded from the video, eitehr way, WWE never released an official copy of it, and I don't think they ever will now that they're being sued again by his wife, however its pretty easy to get a copy of it, legally or *gasp* illegally

I wouldn't go as far as to say that. It was never releases so yea....I would go that far. Yea, but that doesn't mean you can't get it on DVD with decent PQ.

^ Yeah, but the ONLY way you can get that is a DVD-R of it which is basically a VHS-to-DVD transfer and that's only for those that recorded it that night (like me) or obtained a copy of it.
I'm not sure if you can download it though. I've never seen it available for download anywhere. Other than that, it's a very difficult event to come by and rightfully so.

I want to say that you can find most of the event chopped up on Youtube. There are also people selling it on ioffer with mockup case work on DVD-R. They actually don't look that bad. I just have a DVD-R copy in a slipcase. It does feature a few news articles about Owen on the end of the disc. Very interesting feature.
The event itself is not too bad. I think the 'Taker/Austin match is underrated, but the whole event had a weird vibe after the incident. You could tell that everyone had Owen on their mind. Out of context/without Owen's accident I would give it a slight recommendation, but it's not required viewing by any means.
