Not sure about first question but two different types of rating for Vid Tapes PAL & NTSC neither work together I'm afraid.

Did a quick search online, this might answer your first question as appears it was released in NTSC but very rare.

This is the original Coliseum release. I wish that I could say I owned it, but a friend let me borrow it. He paid about $100 shipped on ebay for it.

Also...

There is a PAL convert tape that will play in US VCR's. It is much cheaper. There's one on ebay, just type in 'wwf mind games' and you'll find it.
