An unfair question!! For Junior Heavyweight, probably Dynamite Kid and more recently, KENTA. For Crusierweight, Dean Malenko (who's not on the poll) and of course Rey Mysterio Jr.

I think in terms of "smaller guys" You have to go with Rey Jr. He really was the figurehead and pioneer for small guys in America. Liger did come first but really didnt spend a ton of time or get a lot of exposure in WCW/America.
My personal favorites on that list however will be Beniot and Malenko (not listed)

Gotta go with the dynamite. One of my first memories in wrestling was the Bulldogs wrestling and since then, I've always been a Dynamite Kid fan.

dynamite kid by a million.
i'm a big malenko fan but hart said it himself in his book, that malenko was very limited to rehearsing every minor bit and was stuck within his own book. dynamite was creative everytime, revolutionized the industry, and for a while was vince mcmahon's #1 guy pre-hogan.
