Kofi, Punk to me is seeming to be built for a bigger title. HBK has NO reason to get the IC title. Kofi would be good because he hasn't held a title and could win it via HBK screwing Y2J. Putting Kofi over and furthering a feud.
Only other person I can see going for it is Cade, Jericho goes in, drops it to him so he doesn't have to focus on defenses and only HBK. Leading Jericho to promote Cade as his successor and the only person that would never screw him over for the belt.

seriously, just imagine a match between Kofi and Jericho. They seem like they would work really well together, and this would give Kofi a chance to be in the spotlight, since so many more people watch raw than ecw. Everyone can finally see what Kofi can do.

I think CM Punk should win cleanly but then Jericho starts too beat him down. Michaels then comes racing down the aisle and they have too be tore apart. The GM comes out and says they will face eachother on the next raw.

Paul London, I want to see him take a step forward and start becoming a big name. He's got the talent, look and charisma. He can deffintly get the fans behind him. Only thing setting him back is his size and Vince McMahons homosexual fantasys about big men wearing nothing but gold belts sets him away from that.

I would probably have CM Punk challenge Chris Jericho. Then at some point in the match Shawn Michaels should run in and do something that costs Jericho the title.
That way Jericho and HBK can continue their feud without the IC title, which really wasn't even a factor in the feud in the first place.
As a real old school mark I would love to see Shawn Michaels win the Intercontinental title...but at this point in his career, unless he is getting "one last WORLD title run" a belt on him really doesn't matter.
So I say put the IC title on CM Punk and give him the opportunity to sink or swim. It's put up or shut up time for him to prove he can put on good matches and live up to the hype of him from the Indy's.

Realistically, the top 3 choices to face Jericho would be Punk, Mysterio, and HBK. Mysterio is still injured and cannot wrestle I believe, and they might milk the HBK angle from Raw getting "reinjured", so they might not have him wrestle, so unless they go with someone like Lance Cade and have him lay down for Jericho, or have someone like Jeff Hardy from Smackdown, the most logical opponent would be Punk. I'm sure we won't get him though and it will be somebody lame.

It will either be Rey Mysterio or CM Punk in my opinion. Punk is not on the card and it would be cool to give him a match for the IC title. Mysterio would be awesome because Jericho has such great chemistry in the ring see WCW 1998.
It could be a rookie like Kofi Kingston, like they did when John Cena came in, of course he didn't win a championship but he scored a decisive victory over Y2J at Vengeance 2002 and it started to put him on the map.
And if it was the returning D-Lo Brown that would be a mark out moment.
