Tough choices but had to go with Cesaro. It’s near criminal how over he was from 2014-2016 and they literally did nothing with him. He has EVERYTHING needed to be a top guy. It’s even worse considering it’s a brand split and they couldn’t find anything for him to do as a singles guy. I love The Bar but this guy should be main eventing.
Rusev would be next on my list. Sadly he was built up two separate times just to loose to Cena and then Reigns. He is great in the ring and is gold on the mic. He oozes charisma yet like Cesaro gets nothing.
Elias is third but he’ll be a world champ within the next 5 years. He’s good and his time will come (the WWE seem to be behind him strong).
If it was 10 years ago I’d say Shelton Benjamin and Matt Hardy but not on 2018.

Cesaro
They could've had another Daniel Bryan on their hands with the whole "Cesaro Section", but WWE obviously frowns on guys getting over organically(see "Rusev Day"). Cesaro's definitely a likeable guy, and amazing in the ring. The guy speaks 5 languages, and could be an asset in the foriegn market.

Cesaro is an Indy guy for life that's for sure. Always loved his in ring work but his personality is that of a potato. Just my unpopular opinion. His work ethic alone though definitely warrants at least 2 world title runs. Maybe its creatives fault because his backstage stuff on Xaviers channel and other YouTube channels is hilarious.
As for me, Elias.

I thought (and still kinda think) he should have been pinned by Swagger back during his streak, but over time he's really won me over. He's great on the mic and a beast in the ring. He's got a good look and legit charisma. He's totally under-valued. Could easily be at the top of the card in either brand.
