Makes sense to me... The SummerSlam attire was just an attire, the Macho Man attire is a tribute attire, a tribute attire would be more in demand because its something special. Everyone is gonna remember Punk's Savage/Hart tribute attires but not everyone is going to remember a generic attire (I say generic because its the usual attire but with colour switches)

Also, with the whole current stars as Legends, Id be interested in seeing when the timeline at the point HBK retired to when his Legends Rockers figure was announced. I always though he was active when they announced it. He wasn't. It was announced (and shown) at SDCC 2010, a few months after he retired. No active wrestlers were ever included in the Legends line, except The Rock, who wasn't active at the time and wasn't really expected to be again. Several of the wrestlers in the Legends line have wrestled on Raw since then in nostalgia appearances though: Roddy Piper, Vader, Sgt Slaughter, Animal, Duggan.
