Some mentioned Finley calves and I tried it but it barely lowered the figure at all.

I love my Mr. Perfect figure and the height issue is too small of a concern to go out of my way to switch the calves. I'm not sure why everyone picks apart this figure for being out of scale when its definately not the only one mattel has botched. One example is E14 Booker T. He is way bigger than he should be. But the bfigures so nice, that id dosent really matter.

Here's what I found: Yes you could easily use Jim Duggan's calves but the following occurs (1) his calves are slightly wider than the top of the regular mid-sized boots and (2) Hennig ends up looking pretty short and squat.
I've used E14 Cody Rhodes calves which I feel are better suited, but he's still too tall - the key is the knee joint. You've got to find the smallest knee discs to diminish his height more and not look weird. Perfect size example is knee joints from little guys like the Rockers or Ricky Steamboat, problem is those joints aren't cast in flesh-tone - a none-issue really if the figure is wearing knee pads. Except I haven't found small knee discs in the right flesh-tone for Mr. Perfect since I've got him wearing the more appropriate old-school knee pads with the open back.
I don't have all the parts yet to show off my Kurt Angle fix-up, but he's a short guy at 5' 10" or so, so I used some spare knee joint parts from a Rockers legs and small calves from an extra Tully Blanchard to bring his height down. You can't see the florescent green knee joints because of the knee pads i'm using on him.

The calves goes over the boots and makes him too short IMO.

Ppl say Finley calves but he's still too tall. I think he's a little too thin also.

He's way too thin. Mr Perfect was thick with pretty bulky arms and shoulders as well. That irked me more about the figure than his height. Even with his Jakks figures they always looked small. Although his CSDA figure was the only DA figure I thought looked good with the larger balloon DA arms

okay here's my solution: His height can be fixed with two switches - (1) calves, and (2) knee joints For the calves I do recommend E14 Cody Rhodes because the whole leg mold with the sculpted shorts just looks better with defined calves - and Cody's calves fit the top of the regular boots perfectly. For the knees I went with a pair of Terry Funk knee joints (what a versatile figure for parts!!). You can clearly see how much smaller it is compared to the original knee joints that comes with the leg shorts mold: So he's shorter than Rick Rude and about the height of my fix-up M$M. Here's how he looks in the back:
