They'll never be able to duplicate the Attitude Era.
Hopefully they can create something close to it though.

WWE slowly went from Attitude back down to the Family Orientated programming like it was in the Early 90's xD

The attitude era can and will never be re-created, but having Jericho back would be the start of a brand new, better one.

You can't "bring back" the Attitude Era. You can't recreate the circumstances and the mood of the culture from ten years ago. That audience has changed and moved away from wrestling, for the most part. Guys like Austin, Rock and DX were lightning in a bottle, it's going to be a long time before we see something like that again.
The current booking team (Read: Stephanie McMahon & Brian Gewirtz) is too caught up in ridiculous ideas like making Haas and Benjamin into The World's Gayest Tag Team. Raw, back in the Attitude Era, was cool, hip and edgy. It is none of those things now, because the "creative" committee doesn't know how to write that kind of show. As Kevin Nash said in a shoot interview, "How can you do a show about sex and violence when it's written by guys that have never gotten laid or been in a fight?"
Vince and "creative" have grown too complacent and if Bonnie Hammer can light a fire under their asses, then more power to her. However, she should know enough about creating television to realize that bringing back Austin and the like won't draw the Attitude audience back in, it will only give a nostalgia pop for the folks that are still around. It's not even about "creating new stars", it's more important to correctively utilize the guys they've got. The misuse of guys like Kennedy and Carlito, for instance, is criminal. Pushing an uncharismatic cancer like Randy Orton is another insane decision. And don't even get me started on the worthlessness that is Snitsky.
If WWE really wants to spark another wrestling boom, they're going to need to book ahead of the audience. Bringing in Jericho (or anyone else) isn't the answer as long as "Creative" is creatively bankrupt. After all, a bull **** movie with great actors is still a bull **** movie.

Yes, bring the McMahon's (All 4) and Jericho back to Raw. And bring back the Attitude Era. You go Bonnie Hammer. This is her: I'd hit it

I say form a new heel corporation headed by McMahon and have Edge, JBL and Cena part of it. Then have a rival faction headed by the returning Bischoff. Not sure who to put in it.

Bonnie Hammer looks like she could be a right bitch, but she has some great ideas. She needs to be careful though, because if she pushes Vince too far, he may move to a different network.

They need a feud with more than 2 wrestlers involved. What has happened to factions? Have one created with Kennedy, Orton, and Carlito battling Cena or Lashley and then people will come back. I just don't understand why they keep having these feuds that last like 3-4 weeks, main event at the PPV, and then they move on. Cena faced Umaga, done, Cena faced HBK, done, Cena faced Kahli, done, Cena faced Lashley, done, and now Orton. What happened to long running feuds where the heel wins every once in a awhile? The whole thing right now is just rediculous and I am getting very sick of it.

Hah, would it not be funny if Dixie Carter was behind this, and it was all a ploy to frustrate Vince and give TNA an opening to move towards USA?
