I just went through the sign up process and it looks completley free to me.
As far as the bandwidth etc, I'm not completley sure. Check out the rights and terms of service for all of that.

One suggestion, is MSN Groups. They can house a lot of pictures. You can't hotlink to WF, but it will still serve the purpose well. Something to think about maybe.
