Wal-Marts around me can't get rid of the Ultimate Hogans. Now they're sitting on his new red and yellow basic, too. That’s your Walmart! Not everyone’s case.

Bestie, I like you, but seeing as how the top two names were The Rock and Hulk Hogan both, I think there's a pretty good chance that the reason they are the two names people know has less to do with wrestling itself, and more to do with how they are the two wrestlers who made the most noise outside of wrestling.
And in that case, I'm not so sure we should be hinging anything related to the wrestling merchandise world on people who don't watch wrestling.
This is how the Camo Cole Debacle occurred.

For a number of reasons, I'd be glad to not see a new Hogan figure for a long time. The GH Hollywood ultimate is the best Hulkster figure of all time. There's been so many similar Hogans, enough is enough.

The Hogan 3-pack sold out of all the 11 Targets in a 2-hour radius around me after about a week. Other figures will just hang around forever, but an iconic Hogan will fly.

Well said but good luck getting folks to understand nuance and... social statistics in this case! You are spot on though, that poll maybe useful at telling Mattel which names people know, but it doesn't tell them (or us) who figure consumers buy. They would have to find a representative sample of wrestling figure fans to provide the information OP (and others) have said.

There isn't a single thing that appears to stop them from releasing the same Roman figure over and over with little more than different accessories, cloth goods, and maybe a change in facial expression here or there, so I don't think "can't" isn't the word to use here. I get that Roman is the bigger star to the kiddos and the modern audience, but theman does have a point that this appears to be a specific choice by Mattel to throw out all these obscure Hogans, rather than simply a thing of 'we don't want to re-do the same figures with minuscule differences'.
Again, just playing devil's advocate.

Those recognition numbers aren't likely to move, at least for the next 7-10 years. Hogan was on top through not just the national wrestling boom, but the overall media boom of the 80s and 90s. Hogan had matches on prime time tv in an era when there were far, far fewer options. Even with wrestling being hot, there are just so many other fragmented media options and accessibility to niche interests that nobody will capture that level of name/face recognition.
Mattel has done a good job balancing adding niche names in with maintaining the iconic anchor talent that pays the bills. Hogan (and Austin) both have the advantage of being relatively low-cost, high sales figures. They have an incentive to push them into more lines than guys like Michaels, Hart, or Warrior that require numerous deco hits. Losing Savage also means that's one major anchor off the table, making them rely on other talent more heavily while they have a TON of different lines going, all of which need a big name in every wave. It's a numbers game, and a lot of factors point in Hulk's direction. Mattel has sales data - they wouldn't be pumping out figures at this rate if retail partners were unhappy or they weren't selling. There is a saturation point out there somewhere, but I don't think we're anywhere close to hitting it.

I think it's a case of: * Hogan's IP is a big money contract and possibly with a set end-date - gotta squeeze out as many as possible * Hogan is a loose cannon, never know when he might say or do something extremely bad and have to go back under a rock & into Cancel Culture - gotta squeeze out as many as possible.
