For me -- there's Mr. Fuji, Slick, Hercules and a few others from the golden era that are gigantic holes. They haven't made them and they probably never will.
And forget Adrian Adonis, Dino Bravo, or any name that connects to controversy. They pulled red sun singlet RVD and Chief Jay Strongbow off shelves for reasons.
Even names like Koko B. Ware or the Genius, guys who were on national TV a lot back in the 80's are absent. The Genius literally beat Hogan on prime time national TV.
As for the Attitude Era ... they practically never do a mid-carder or deep cut for that era. It's always the same names. Add wrestlers like Bob Holly, Al Snow or Steve Blackman and that's actually fun.

Give me One Man Gang, Hercules, Dynamite Kid, and Barbarian (Powers of Pain) and I’ll be happy. Prefer all in Coliseum Collection, but would accept Legends. Just PLEASE not Elite in that new small window packaging (MOC collector).

I think he's saying who is missing from each era that he still wants in his collection - 60s, 70s, Golden Era, New Gen, Attitude Era. Backlund, Patterson, and Brisco are 90s versions and he has them listed under 70s. Sure, they gave Patterson and Brisco wrestling gear underneath, but the scans are def older (although Patterson could probably still pass since he has always looked old). He does mention FTIL so it is a little confusing - maybe he doesn't know they already had a figure released (so did Gorilla Monsoon). And he also lists Mr. Fuji in Golden Era, but not in the pre Golden Era. He has Ventura under 70s and GE (as announcer). I'm thinking the OP isn't aware that Mattel (and probably most collectors) wouldn't consider a 70s Jesse Ventura as a FTIL IF they already released a Golden Era Jesse. So maybe he isn't fully using the FTIL terminology correctly (although Mattel hasn't always been consistent let alone doesn't always include it on packaging). Tracking figures by eras will get messy. Personally, id rather track by character (which can also get messy). For example, I would consider the Sultan a FTIL even though Mattel or other collectors might not. Only the flip side, I wouldn't consider a Make a Difference Fatu FTIL since it is just Fatu in an ugly jacket. I like your thinking on this. I find that sorting out wrestlers can be unnecessarily annoying; you may want to use a particular system, but something unique always goes against the grain. Fatu, as you mentioned, is a great example. You can file The Sultan as a separate character, but Make a Difference Fatu just an evolution of Fatu the tag wrestler and if I wanted to use them on the same card/event and pretend they were different people, I’d have to tweak their names so they don’t clash. Likewise if I was doing a list. I wouldn’t want them listed under one name in the same profile as they are different versions/gimmicks even if they are the same character. ‘Make a Difference’ is just our reference for him and too long and wordy to be part of his name though. I try to get round this when I can, for instance when I do a figure fed, I use Dolph Ziggler in his hot pants and short hair as ‘The Show-Off’ Nic Nemeth and the long tights version as Dolph Ziggler, long haired Jericho as YJ2 and both Bret Hart and Jim Neidhart are their singles versions and their tag team selves are The Hitman and The Anvil. The idea is to be able to quickly see on paper which gimmick or version is which and also to differentiate between them, but this doesn’t always work for a generic definitive list. For example if I had Fatu vs Crush, it’s harder to say who would win as Fatu could be the Headshrinker version against Kona Crush, so you would have the singles guy win, but what if it was Fatu in his singles get-up and Crush came out in his Demolition gear? Fatu should win as the singles guy. But just having Fatu v Crush leaves it too ambiguous and it’s the same with lists. I like my lists to have different eras or gimmicks listed separately (sometimes with tweaked names), but not broken down so much that each attire difference is listed separately like it is on the video games. Speaking of video games, I don’t like how they name them as Undertaker ‘99 or John Cena ‘05. I think making a definitive list is really difficult as most lists of the wrestling kind would need to be tailored for each individual depending on how they like to file these things, which makes them unsuitable then for general use. As for this definitive list of who’s missing. Well, it’s everyone/attire that hasn’t been made, doesn’t need a list really, besides, it would be huuuuuuuuuuuuge! I have a list on page 218 of the superstars stickied post you can use to reference to. Mine isnt complete by any means especially Considering the newer eras (past attitude) but you might find it useful. I have alreeady given you credit for "nailz" as i had forgotten him... Good luck.
