he said it was on pause he didn’t say macho wasn’t under a deal anymore Yeah he said the deal expired before the figure released so it’s on pause and hopefully a deal could be reached. Said he’s confident we will have many more Machos in the line

So if they wait awhile to renew Macho's deal, do we think that WWE might sign multiple people in his place. Meaning if they don't renew his deal this year, then the amount they would have spent can go to signing X amount of new talent. It would sting (no pun intended) a little less if they were going to sign like 10 new Legends by letting his deal expire. Goldberg's deal also expired this year so they should have extra Legends money to play around with. Endeavor is looking to cut costs, not add to them. I think they would make an exception for Macho Man because of the revenue he makes, they’d balance it out by cutting spending even harder in other areas

Having two heads of HR is a different scenario than not paying a talent X amount of money for a merchandise deal. No one is buying tshirts and figures of Debbie the HR lady

I don't think they receive another dime until they pay back that 10K from their merchandise sales and then going forward, WWE pays them additional royalties on a quarterly basis based on sales. WWE doesn't really lose money unless they don't release merchandise or the merchandise doesn't sell well enough to keep on producing/releasing more. And they only lose that 10K or whatever is left. With that being said, everything has a budget so it is possible that they cut some of the deals - I just don't think that is as likely since they make them money and they have bigger areas to make cuts (like IT, accounting, finance, and the 200+ wrestlers that they aren't using).
