I came across a 1 of 3000 Mr Brodie Lee but realized it is missing the rolled up papers accessory. Is this worth anything with that error? Should I open and put one from a regular Brodie in there?

Unless you happen to specifically catch the eye of an error collector (and they're out there), I can't imagine it having any higher of a secondary market value based on that alone. It's not exactly a great error.
If value is your aim, I would not open it up to add the accessory unless you're really confident in your ability to put the packaging back together.

I thought I wanted it but I collect the wwe line and not so much aew figs. It's a shame, everything else about it is just fine.

Likely still good value to the rare, maybe just a slightly smaller to some that it isn't complete but also maybe even more to a select few. I think as long as you are upfront when describing that the accessory is missing it shouldn't hurt the value much. That and the Mox in the bikers are the two since the increase in availability that will likely hold value the longest.
I found 2 of the 1 of 500 Matt Hardy figure and would much rather have a slightly less complete rare Brodie Lee than the extra I have. But that also maybe because I would actually think of opening that figure as it so much different compared to the other.

You'd lose more trying to open it and replace the accessory, because Jazwares definitely wanted everyone getting one shot and one shot only at opening these things.

Chase 1 of 3000 brodie has going on average of 250 on the bay. I wondered if a missing accessory on a otherwise fine sealed figure would still be of higher than retail value. That's all. All AEW Chase figures start out pretty high on the secondary market. And this one is a 1/3000 and technically his first AEW figure (released at the same time a the normal version in the wave). If anything, blame Jazwares for making a Chase of the recently deceased.
