Are people like Thunder Rosa and the Good Brothers likely off limits? Has Jeremy commented on this yet?

I think for Legends, it may be similar to how Jakks did things previously [dealt with the non contractedlegends directly if I can recall correctly].
People from other companies specifically may be down to their parent promotion mainly, as they'd need to allow it and probably get a cut from it as well....meaning it's "unlikely" at best.

I would doubt that Good Brothers are on the table but who could say for sure. Maybe there's a deal to be made where Impact is mentioned on the AEW packaging.
I would have said the same about Thunder Rosa but she has at least one AEW T-shirt, so really anything is anybody's best guess at this point.
Semi-related, something I thought about recently is that the WCW video games for N64 had wrestlers from other promotions and stuff too. Would be wild if AEW worked out a similar deal and featured talent in their game from DDT, AAA, NWA, or even NJPW. A year ago I would have said no way to anything like that, but there's money to be made if these deals happen for sure.

Those games were built off of the VPW64 engine, and so a lot of the characters that were included in those games were already programmed into the engine. To fluff up the roster, vague lookalikes were included with altered names. Technically, Hayabusa, Taka Michinoku, Tenryu, and The Great Sasuke were there, but Hannibal, Black Belt, Sumo Jo, and Black Ninja were just different enough to be dollar store knockoffs. Fun Horrible Fact: Road Warrior Hawk was in WCW vs. The World for PS1...under the name "Overdose".

The short answer is that no one knows at the moment.
That being said, I hope they’re able to work something out. I’d like to see The Good Brothers and folks like Thunder Rosa be able to get figures with the same articulation. I’d love to even see people like Kenta and Matt Cardona who were around briefly, or whoever shows up from NJPW in the future.
The Super 7 figures (this is only my opinion) have horrible articulation so I’d love to get them in a form that matches AEW and WWE figures.

The Good Brothers are off the table with their deal with Super 7 and Thunder Rosa is under contract with the National Wrestling Alliance even though she appears on AEW. It's not that cut and dry. The Super 7 deal may or may not be exclusive for the Good Brothers. Thunder Rosa recently had a tshirt added to ShopAEW. Nobody knows how this is going to play out, and there are a lot of factors involved. The safest bet is that the line will be limited to AEW contracted talent and some legends who can be signed to figure contracts without outside associations. If there's a wild idea to be had, JP has probably at least explored the idea. But there are a lot of challenges in terms of cooperation and splitting revenue that may just be too much to overcome. Or any number of logistical reasons - production to shelf turnaround, tooling costs, etc that could make it a no-go. At the same time, I'm definitely not going to totally write the idea off - it's the kind of move that could generate buzz and revenue.

I for one do not need Gallows and Anderson clogging up the AEW line I'd happily take a Gallows/Anderson While I love their Mattel Elite's, and could just get those to be fair, the second hand market price for those is sky high and I'd really like to stick to just AEW style figures as well. Their Super 7 figures do nothing for me at all. It's been said before, but if some sort of Impact crossover [even if one figure every other wave or something], which to be fair I know is highly unlikely, I'd happily take many roster members of theirs. COUGH - MACHINE GUNS - COUGH, excuse me
