Superstar Billy Graham. I remember seeing the reveal and actually saying “Holy Chocolate Shark”. I new I had to have it and got the preorder as soon as it went up.

I'm another of those that it takes a lot to shock me in this regard. After they put Chyna in the HOF as part of DX I knew it was only a matter of time before we got her.
I will say Danny Davis wasn't one I ever pegged for a figure. Also, them going on to release the Zelina Vega figure this long after her release is a surprise. I'm still half expecting them to pull the plug on it.
Now, as far as shocking goes?
Probably the only one I can think of is Godfather. Never thought I'd see a Godfather figure in a Mattel toy line, and especially not one that looked that... er... definitive.

Last genuine surprise reveal had to be Chyna for me. Really never thought that would happen
Michael Hayes was another nice one for me
The WCW US and the Tag belts were nice surprises too
