They may have had to cut it from Series 1 to meet budget. They will probably use them on a new figure of his in a future line instead.

Jeremy never confirmed, but it's probably a budget issue as others have mentioned. Penta and Fenix are both good candidates for a repaint, so I wouldn't be surprised if we see those heads sooner than later.

Series 2 already had so much going on with attires and accesories that they probabley were dropped due to budget

Moxley was not supposed to have the title originally. When he won it at Revolution they added the scar to the regular version and gave him the title. In order to do that they had to cut the accessories that the Lucha Bros were supposed to have.
I’m not saying it was a good or bad decision but that’s pretty clear to me what happened

I have Mox and Pentagon, and if it came down to the two accessories and one had to be axed, I'm glad it was the second head.
