Hayes is on the shortlist of folks who are most likely under a deal but haven't had a figure.
Also on that list: Chief Jay Strongbow Molly Holly Terri Dory Funk Tatsumi Fujinami (believe Steve said a figure would be unlikely due to little name recognition in the US) Eve Torres Norman Smiley
I'd be shocked if we don't see at least two or three of those show up as store exclusives or in the Legends line. I'd put my money on Molly in Legends and Chief Jay and Dory Funk as store exclusives.

Now that Muraco has a figure, Chief Jay Strongbow is the only legend that has a WWE licensed 500 Level t-shirt but doesn't have a Mattel figure. If Mattel lets Terri's rights expire without making a Marlena figure, I'm going to be annoyed.

Hayes would be cool. If we can't get all the Freebirds, put Hayes in the blue gear he wore when he defeated Luger for the US title. I think the one thing that I'd really like to see is an updated Barry Windham. Even if it's a basic with a better head, I'd be content. I’d love a US Express but with IRS being fired I don’t see that happening.

Edit: Another Dusty is the 6th figureI wonder what the figure will be, they've done multiple WCW/NWA and WWF figures of him already. I guess they could do a late 70s version Championship wrestler or a late 90s NWO Manager version. Personally, I would like the Survivor Series 1990 team photo look, if the gear is removable they could do the red and black polka dot look underneath.

Even though the head was off, they've done two 80's versions already, and the last one was only in E63. Considering all the upper card legends who haven't been in the Elite line, it's interesting that they're doing Dusty twice in short order. I wonder if his Legends deal is wrapping up and they want to get a fresh figure out before his rights presumably go over to AEW.

Has to come complete with everything in the Survivor Series 1990 team photo picture (yes even the Hart Foundation and Koko B Ware ), I wouldn't mind it being molded but if it is removable then he needs the black trunks with red polka dots underneath.

I'd love a WWWF style Dusty - I can see that happening now we've got Superstar Billy Graham coming out.
If it's another 80s/90s version, as much as I love Dusty, I'm all set for that era of his career at this point.

As much as it would look cool to do the red polka dots it feels like a one off attire that most casual fans will likely not remember him wearing. If we’re doing obscure then I think I want street clothes with jeans, cowboy boots, and a couple cloth shirts with one being “Everybody’s Somebody In Luckenbach” and the other “The American Dream Son of a Plumber.”

Word going around is Michael Hayes is gonna be an upcoming store exclusive, so we potentially should see this. That's a new rumor I hadn't heard yet, and a good one. I'd love a Freebird Michael Hayes figure. Hopefully Terry Gordy and Buddy Roberts would be close behind. The Freebirds are one of my most wanted teams! Not sure if I'd buy a Doc Hendrix figure. Never had a strong connection to that character. 80s Freebirds probably wouldn't be likely due to the recent controversies with the confederate flag.

I’d almost think it’s more likely we get Jimmy Jam Garvin to create the WCW freebirds. They are in the HOF, have had merch and been in video games. Yes I know I know not the same and everyone doesn’t have those merch deals, but I just think Hayes is pointless without some version of the freebirds, and Garvin would definitely be a chase figure candidate.
