Figure Clothing and Decals

So me and one of my friends are having a disagreement about decals and figure clothing like the ones Ralph's Figure Clothing did/does. He says you can put decals on it like it's a figure l, but I say it won't work and it'll ruin the clothing. So can someone tell me who is right in this situation?

I could be wrong but I believe there are iron on decals but that would be a different process than placing vinyl or waterslide decals on plastic figs.
