Any building that has an Elevator/escalator has to have stairs. It's fire code that dictates they need to have stairs. Like you Ben, sometimes I like holding on to both sides of the rails. I dont mind letting someone pass by. Does that apply for escalators too? It does for elevators, but I've honestly never seen the stairs. Plus, as Mitch Hedberg said, when an escalator breaks down, they should put up a sign that says, "Escalator temporarily stairs. Sorry for the convenience." Also, ZTJ lives in Canada, so the fire code laws might be different. Yes it applies for escalators. Put it to you this way, an Escalator at a Target/Walmart is an escalator in a store, correct? Now those stores will not use the escalator to move inventory from one floor to another. So they will more than likely have an elevator, or two, or three. So if they have the elevator they will need the stairs as well, per code. Even if he's in Canada, im sure they have the same safety codes as well. When escalators break down they usually wont let you use them as stairs, they might shut one side down and have people use it as a stair but not if it's broken. They would let you use the escalator as a stair just for convenience that you are already there, so you dont have to look for real stairs or an elevator. Not because they dont have another set of stairs in the building.

Most retail stores (Walmart, Target, etc.), at least around where I live, don't have stairs. Of the stores you mentioned they all have stairs. Try looking for them if you truly hate escalators. I'll tell you, since I've actually been to these stores at my local mall (often multiple times a week), they do not have stairs. But anyway, this is a stupid argument. Sure people don't have to stand on a certain part of the escalator, I just personally wish that they had the courtesy to do so.

Common courtesy is to stand on the right side of the escalator so people who don't feel like standing there can walk up/down it.
