Luger seemed to have a lot of momentum in the summer of 1993 after his face turn, but then was not given the title at SummerSlam in one of the strangest booking decisions ever. All his momentum was then lost afterwards and he had an uninspiring run from then until his departure. So how would you have made it better?
For one, I would not have made him use the "All American" gimmick. I dont mind him slamming Yoko on July 4, but I would have him use his power and strength to get over. "defnding America" is fine, but I would make him more of a powerhouse face with attitude rather than transforming the Narcissist into a full on American hero babyface that would make John Cena fans puke. He could still wear red white and blue at SummerSlam, but lets not overdo it.
I would have had Luger beat Yoko for the title at Summerslam, keep the Americans vs Foreigners match at Survivor Series, successfully defend the title against Ludvig Borga at the Rumble, then drop the title to Bret Hart at Mania 10, leading to a heel turn. Thoughts?

I hate to dump on the guy but...
I wouldn't have pushed him at all.
I would have kept him as a heel and feuded with other guys. I would have kept Bret as the main star throughout the 90s. Vince, for whatever reason, refused to let Bret Hart be "the man" and tried time and time again to find a replacement only to go right back to Bret.
Luger was okay for what he was but I never saw him as a main event WWF guy. In my opinion, the only reason he got over as much as he did during summer 1993 was because of the USA cheap pop stuff.

His whole "USA" gimmick was to create a new "Hogan." If it hadn't been for that gimmick and him feuding w/ Yokozuna, being hailed as from Japan, he wouldn't have gotten over. Given that, I always thought that Luger was decent in the ring for his size and didn't mind watching him. I think he would have made a good IC Champ around the time. But given that Vince needed more main eventers, I would have done the same thing w/ him, but instead of just Luger chasing Yoko, Bret would have too. Perhaps a triple threat match w/ those three at SS, where Yoko barely retains. Luger can chase him for a while, while Bret and Owen plant the seeds for their feud. Bret and Luger tie at the Rumble, and WM10 plays out the same way/.

As much as I hate to say this, I think I would've done the same scenario at SummerSlam. Then I'd have Yokozuna go kind of on an undefeated streak showing a solid reign. However say Mid-October, Luger pins Yokozuna in a non-title match and then again pins him at Survivor Series in their elimination match. However Luger's only title shot happened at SummerSlam and so now the only way he can earn another title shot is to win the Rumble.
Rumble plays out the same way and Luger wins the title in their match at WrestleMania X only to lose it hours later to Bret.

While I have always been a Classic Fan, I was never big on Lex.
It's always bothered me that he had this arrogance that his look and strength could carry him through, without improving his overall skill set. We see how well that worked for Ted Arcidi, Warlord and Hercules.
He was thrown into the The Four Horsemen to fastrack him to stardom while learning from the best, but greatness isn't infectious.
While a physically impressive specimen, I have always found his in-ring and mic skills to be sub-par at best. He was lucky to have gotten as far as he did and I honestly think he would have fared better as The Narcissist as it was a more believable character for him.
Maybe it's me but even as a kid, I never took The Lex Express character seriously and always felt that a heel turn was coming, where someone would charge in to restore the American reputation or something of that nature.
I respect Lex, but admittedly lost respect when he was reported to be physically abusive to Liz, let alone the eventual outcome in that situation.
SORRY TO GET OFF TRACK IN A TONY SCHIAVONE MOMENT..
I would have booked him to go heel and used it to elevate him in a more believable character, with him admitting he wanted the attention he so rightfully deserved, screwing the fans to get it, while Warrior, Bret or any new face would have come in to restore faith and honor to what Lex had disrespected.

heres what I would have done.Vince was intent on pushing him and not Bret so heres the way I would have let it roll
Luger beats Yoko at SSlam 93.its the result the fans wanted.
we still get the All Americans vs The Foreign Fanatics at SSeries 93 and its there the seed of Luger vs Borga was planted.this way we still get Taker vs Yoko at the RR.
RR93:Luger loses the strap to Borga,Bret wins the Rumble
WMX:Bret puts his title shot on the line against Owen in the opener of the night and goes over.he then beats Borga in the ME.a tired an beat up Bret struggling for survival and overcoming Borga would have made for absolute epicness in the WM ME.
post WMX Bret defends against Borga at KOTR 94,Owen at SSlam 94 then enters a program with Bam Bam.
ideally thats what I would have liked.

Whatever way you book it, Luger should have gotten the belt at Summerslam 1993, can't believe they didn't book him to go over clean after that huge build up & push.
It has to be up there with the way Sting was booked at Starrcade 1997, he did actually get the belt, but not til after a screwy finish.

I wouldn't have had him in the title picture at all. It was obvious that Vince wanted a replacement for Hogan, but Luger lacked the charisma of Hulk.
I always felt that Luger was more natural as a heel, and much better off in short matches that hid the flaws of his in-ring work. He should have continued on as the Narcissist for much longer.
