Triple H vs The Rock vs Stone Cold?
I grew up during the attitude era and that is the one big match i always wanted to see. It just baffles me that this match never happened, I was all excited for their match planned for survivor series, then the hit and run happened and got replaced with the Big Show, I was so pissed off, and yeah it was still real to me back then.

Just like you said, they had the match planned for SS 99. Austin had been in pretty bad shape for most of the summer, and they were trying to limit his in-ring action. Thats why the triple threat match was announced so that two other guys would have been in the ring to do most of the work. Sadly, Austin couldn't do the match and was pulled out. No clue why Vince never did this match after Austin returned. They had a few chances to do it but didn't.

I heard that they considered doing it at WrestleMania X-Seven (if you remember, the HHH vs Undertaker feud that year only started a couple of weeks before Mania, after Hunter had been doing promos boasting about being Rock and Austin)... But obviously, they went with the original plan of Rock vs Austin in a singles match.
If Triple H hadn't got injured in 2001, we may have seen that triple threat match at some point during the invasion storyline. Maybe as the SummerSlam main event. Remember, Rock left after HHH and Austin beat him down when they became the Power Trip. And the Power Trip was about to come to an end when Hunter got injured. So go with me for a minute on this... If Austin joined WCW at InVasion and HHH (rather than Kurt Angle) was the WWF's top babyface, they could've done the "which side is Rock on?" storyline building to a three-way at SummerSlam.

It was a triple threat for 2 reasons: 1. Austin refused to job to Tripper 2. Vince thought it was a bad idea for Gov Ventura to raise a heel's hand as the winner.

Austin/Rock/HHH had numerous one on one matches/feuds amongst each other. Triple Threats werent something they typically did for main events or championship at least in the late 90s aside from SummerSlam 99.

Could have been one of the great matches of the Attitude Era if it had been done early enough. It's still a shame we never got it at any point, but I think Austin and Triple H could have had a really, really good match in 99.
