I know the final series was with Wolfpack Sting, Rey, Benoit, etc. but were there ever protos or line-ups of future sets? I really liked the line and would have loved to see Rick Steiner, Booker, Konnan, Malenko, Saturn etc. They mixed in with BCAs perfectly back in the day.
Plus I never understood why Rick Steiner was made in the 4.5" line and never the 6" line.

The world will never know. I don't remember reading anything about it, or seeing any proto pics. The line just sort of faded away. It would have been good for fans of the time to get those figures you mentioned, especially Rick like you wrote. I also have no idea why they only made that one little Rick Steiner figure and not one for the main line.
I actually liked the single-piece, inarticulated LJN/CMLL-esque early OSFTM figures way better. That's the line of OSFTM I'd have liked to see continue beyond what got made. I figure they weren't as fun to play with for kids, but to me they looked better than the other figures that came out from OSFTM. Those are the ones I collected, and still have, MOC.

I loved the later OSTM figures. When I found Bret Hart at K-Mart I almost crapmyself.
