did he ever have a soul career in WWE and did he have an attire which wasn't based on the Harts or anything?

Him and Owen Hart were briefly tag partners -- both wearing non-Hart attires. Also, right before the mid-90's he would wrestle solo matches, but he would wear his "Anvil" attire (similar looking to Bret's).

Anvil wrestled singles and tag team late 1991-early 1992 with baggy blue pants with a yellow wasteband in New Foundation attire. He even had a Hasbro figure made in that image.
Who? is an amazing legend for how short the gimmick lasted. I am amazed that such a major wrestler was put under the mask, Neidhart was so recognizable. 15 years later posters generally add the "Who?" name in a Neidhart post.

I liked the Anvil and the Who gimmick was funny I remember a match vs Marc Mero where he no sold him big time in the bout
