Are Decals Glossy??

I was just wondering...

Are decals a glossy texture or are they just like normal paper?

The decals I use are printed on white decal paper. I use the "glossy photo" settings on my printer to get a better printout. At first, they are a bit more glossy than the rest of the fig, but then I'll lay down a coat of dullcote and it looks more "manufactured."
