Don't get me wrong, I was a huuuuuuge fan, but I couldn't call him the greatest heel of all time because his gimmick was a heat seeking missile. He played it to the hilt, but he had Americans' sentiment in a time of uncertainty and anger (I have since learned was all BS) to drive his character. That's one of the reasons I felt he would have always been a great champion. People wanted to see him killed out there. My answer would be Hollywood Hogan. Even though his popularity wasn't what it once was in WCW, at Bash, he was genuinely cheered. Then he took everyone down to earth. Best of all, he never won a match without interference, in fact, he lost dozens of matches by DQ. The job of the heel is to get the face over. Thats just what he did. Everyone he got into the ring with for that period of time, people wanted to see that person kill Hogan...well, not me of course, I've always loved Hogan. But yeah, thats my answer.
