HHH is GOD AWFUL on the mic. He goes on for 20 minutes saying crap that could be said in 5 minutes. Not to mention that he absolutely cuts the legs out of EVERYONE he's working against and is the only one allowed to use "shoot comments" and inside jokes. Imagine someone else trying to shoot on HHH? He'd be fired the next day. I'd love for someone to be facing off against him and when HHH says "You're talking to the 11 time world Champion", they'd respond by saying "Well, if I was allowed to sit in the booking meetings and bang the bosses daughter, I'd be an 11 time world champion too". I swear to Christ I would jizz myself if someone pulled that off! Never once does HHH make his opponent seem like they have a chance against him. A good promo man is able to elevate his opponent as well as himself while on the mic.
Why was Hogan vs The Rock so good? Because the Rock went out there and gave Hogan his props for being an ICON. He could've easily went the comedy route and buried Hogan as being an old man past his prime. However, the fact that he went out and showed Hogan respect and put Hogan over on the mic, is what made people believe that the match could be good.
The best 3 people on the mic in the history of the business are, in my opinion:
1) Flair (He could make a jobber seem like a credible opponent with his mic work alone) 2) The Rock (Not afraid to let his opponent get one over on him on the mic) 3) 80's Hogan (His superhero rhetoric was so over the top that it was entertaining and you, even for a second, believed he might be able to put all of his millions of Hulkamaniacs on his back and doggy paddle them to safety. Not to mention that he acknowledged his opponents as credible threats, said he was in trouble, then gave credit to his Hulkamaniacs as the ones who were going to pull him through. So he got himself over, his opponents over and his fans. That is why they still love him today)

Honestly, most wrestlers in the WWF during the late 80s and early 90s were superb at cutting promos. Roddy Piper probably sticks out the most for how inventive he was.
Elsewhere, Adam Pearce is a god at promo cutting.

Mick Foley was the best at cutting serious promos. The Rock and Chris Jericho were/are the best at comedy promos. Foleys promo at WM24 was worse than Eric Youngs TNA gimmick.

Type "Cactus Jack promo ECW" into youtube. Not from what I understand, alot of the younger guys they do things like that, but the older prooven guys are more given leeway. Essentially they're told this is the direction the storyline is going, hit on these points and so on but they still have creative control. Do you honestly think guys like HBK and Foley would allow there promos to be written by other people? Foley's WM 24 promo was all him, trust me on that.
