Because he wants the WWE title. Simple as that. Orton beat Cena and Triple H. No fluke wins. Which means it's going to be difficult to come up with some reason for a rematch. The rematches normally happen when a champion invokes his rematch clause.
Two heels duking it out to champion? I'm all for it. JBL doesnt care who the champion is, he wants the belt. Orton doesnt care who the challenger is, he is going to do whatever it takes to keep the belt.
It's quality booking.

WWE hasnt booked with quality in years. Outside the whole Jeff Hardy push, they have pretty much been on a good track for a while now. JBL vs Orton doesnt make much since, but I guess the are just having Orton go through most the people on the roster. Thats fine with me. Build him up as a great champion so itll mean something when Punk beats him.

He was the most over guy in the company. The fans were begging for a push. It's his own fault he ed it up with the suspension.
