I don't think Carlito belongs on ECW, to be honest, but I will agree completely that WWE missed a huge opportunity and dropped the ball, just not at that time.
Carlito was incredibly over as a face and should have been in upper mid-card/main event level. His high-profile match with Randy Orton ad Unforgiven should have sent him over the top into a main event status, but WWE just kind of dropped it.
Now with a large portion of the main event roster out, particularly, faces, WWE could have had a shining star in Carlito.
