The Assassin, Tully was in the first three incarnations of the Horsemen so it's not really like he was a short-term member. Windham was also another long-tenured member as was part of both the faction at its peak with the set commemorated in the boxset, but also through 1990-1991 with Flair, Anderson and Sid.
I know in some cases, it's hard to appreciate what came before you started watching -- I'm like that watching Snuka, Orndorff, Volkoff, JYD pre-WWF, but with the WWE Network and a reasonable price point there's no reason to think this set will peg warm. The Rocky Maivia Target exclusive sold very well in my area and that was also pre-Attitude era.
I've resigned myself to getting the Jakks Windham head shrunk down twice for a face Barry and a 4H one with black glove so I may be on the hook for three of these sets for Windham alone. ;-)

It would be very easy for Mattel to think "hmmm, the horsemen are a popular team, so surely a set would sell well" and forget that the overall popularity of the team spans ALL the members and incarnations. So no matter what four figures were chosen, many Horsemans fans will not buy it. Also I get why these figures are so light on deco and have no accessories, but it looks a little lacklustre. I can't help but think perhaps a few Horsemen 2-packs decked out in removeable robes, maybe tag belts or something would perhaps make a stronger impact in terms of sales than one plain-looking 4-pack.

I suppose if they wanted to be sticklers, they could say just the four we have were inducted into the Hall of Fame... Only thing is the other Horsemen options aren't that viable.
Jarrett is probably still on the no chance list, Mongo would be a harder sell than Windham by far, Sid is viable enough to pack on his own thanks to his run in Attitude Era WWF and WCW, Malenko is coming and Benoit is a never gonna happen. That really just leaves Luger and Ole Anderson.
But I'm completely on board with your idea for tag teams since there's so many more sets we could get that may be easier sells.

While it would be cool if these type of figures were branded as WCW/ECW/NWA/whatever instead of WWE, personally it doesn't bother me what the packaging looks like, I'm more interested in the figure inside. Plus as has already been said, WCW, ECW and many other defunct promotions are now owned by WWE so in effect their history has become part of WWE's history anyway. As far as I'm concerned the more areas of wrestling's history Mattel covers in their Legends/Flashback figures, the better. In fact I wish we could get WCW/NWO superstars even more often than we currently do. That said, too heavy focus on the 1970s/1980s stars is, in my opinion, a big part of what killed the Legends line in the first place. I'm not denying the importance of the 1970s/1980s stars, but I honestly think the Monday Night Wars era is where Mattel's primary focus should be for maximizing sales and interest in their Legends/Flashback figures. 4 of the 6 figures in Legends Series 3 were Attitude Era/MNW era figures, 3 of which were highly wanted figures. It was by far the worse shelf warming set of the Legends line not only being clearanced out like the original hall of fame line at major retailers but also being clearanced out at Dollar General & Big Lots....So no, I wouldnt say focusing on that era would be in their best interest. Focusing on variety and detail as well as names that made impacts in their era/generation, should be what Mattel is doing and that's exactly what they have been since they started up the Flashbacks.

He would sell fine if he had a jacket, sunglasses and briefcase. He had a very basic attire in black so they hopefully could add all those accessories in the elite line. It may never happen, but it would be great

While I do fundamentally agree with punksnotdead 's post (I'm still getting used to the fact that I'm in the over 35 category and am now considered "old"), I see this boxset as a kind gesture to us - the dying breed of WCW fans My only beef (huh?) with the horsemen is that I don't recall Barry wearing red/black cowboy boots, but whatever. I'm certainly going to buy this set on eBay if one of my American hook-ups can't find it for me Hell I need two because Barry's boots are the right boots for Magnum T.A. too. Or you could just wait for Mattel to make there Magnum T.A (I think they will eventually). As for UK not getting these....it's becoming really hard to get all these new series and sets. With customs charges aswell as delivary costs it not easy been a collector in the UK. I've had to get the Hall of Fame, all recent RSC exclusives and WM Elites from the states. Couldn't source the Kane BAF....and now the Horseman 4-Pack, Hogan RSC, Hall of fame 2 and future WM elites are going to have to be ebayed aswell As for the 4-pack I'm happy with them. But would have liked for Barry to come with a jacket (even a plastic/rubber one)

I'm glad you mentioned that. I feel a little better about Mattel's decision to go with the ponytail/beard look for Windham knowing that it was what the majority of the fans wanted. I'm looking forward to better pics of the scan. As long as it looks like Windham, I'll ultimately be happy with it.
I too am looking for a close-up scan of Windham's face. I was excited to hear about getting a Windham figure, but will be very disappointed if the likeness is not there. I think that will really hurt the sales of this set since many of the hardcore collectors will be looking for Windham.

Is Arn Anderson's attire all white like this pic or is it white in the front and red in the back like in this pic?

Hoping Arn has the red in the back although that's easy enough that even I could paint it.
Nirvo, gonna add a Gore jersey as well?

Nice. You've got most of the big ones that I enjoyed watching although I'd probably add Merton Hanks and Garcia in addition to TO and Gore.
