Rumors have it that Cena is dealing with shoulder & neck problems. WWE fears that if more acting/movie roles work out for him he would actually leave to go and do that more. It's also clear that he has less days ahead than behind. Instead of turning this into an anti-cena/pro-cena debate...lets go with this.
John Cena's WWE in-ring career is over. He is now what Shawn Michaels, Hulk Hogan, Roddy Piper, Hacksaw Jim Duggan, etc.....meaning a legend who will make random appearances but nothing more.
You have been selected to choose the next "John Cena"...meaning the guy who will headline PPVs, win multiple world championships, and be the legitimate face of the franchise. Not in the gimmick/storyline sense. I mean exactly what John Cena is to the company right now.
Who would YOU have replace Cena as the #1, top billed, ticket selling, must-see WWE Superstar. How would you do it? Why would you do that? What makes you believe he could actually be that guy? etc.
oh and also, this is a real thing....so no bringing back Eddie Guerrero or guys like that. And try to keep it to a guy who would have at least a decade of quality stuff ahead of him....so not "bring HBK out of retirement in his prime!"

Personally I'd go with Ambrose, every time time I see him the Stone Cold vibe gets more intense. Dude has the in ring skills, mic skills, and the right vibe to be the top star IMO.

From a business standpoint? Roman Reigns. He's on fire right now. He does have all the tools to be a main eventer. Have Ambrose and Rollins come up close behind though.

I wouldn't have a defined main man straight away but rather a group, consisting of Orton, Reigns, Ambrose and Rollins and let them take WWE.
Then upon return (if he does) have Bryan become the overall face.

I build my new company around guys the already have. Rollins, Reigns, Cesaro, Ziggler, Barrett, Ambrose, Cody, the list goes on and on. One the guys I mentioned are in that upper echelon, there's a whole new crop of talent from NXT to fill the mid/upper-midcard gap in Zayne, Steen, KENTA, etc. The WWE's talent pool is deeper right now that it ever has been, in my opinion. There is absolutely no shortage of guys to fill the shoes of the main eventers once they all are done.
And don't forget about Bryan, assuming he gets healthy and can stay that way. He's the man to go with above all else because he's proven to be a cash cow.

If Cena were done, I'd probably go with Orton.
He's been around just as long, when he's a good guy his mercy sells well and he's cheered by the crowd.
I'd have him turn on the Authority, sending him into feuds with Kane, Rollins, and Triple H himself. He'd be my top guy until someone from the group of:
Daniel Bryan Cesaro Kevin Steen Dolph Ziggler Dean Ambrose Roman Reigns Prince Devitt Kenta Ryback etc
Took it from him.
I think WWE is in pretty great shape as far as young talent goes. The next couple years should be amazing.

How would I do it? And I'd keep these two guys warm to carry the B tour and take over if RR was away doing movies or injured for a while: I'd be tempted to go with Rollins as my #4 babyface too.

Roman Reigns. Dean Ambrose. Seth Rollins. Bray Wyatt. Cesaro - right now.
WWE has the talent to re-do the attitude are in a sense to where they can have multiple top guys who all intertwine in storylines and each holding the title.
Best case scenario, pick one and have him beat Lesnar CLEAN at WrestleMania 31

I personally don't that there's anyone on the current roster who could fill Cena's shoes. It's similar to trying to replace Hogan in the early 90's. The only solution would be to go in a different direction. I think the perfect person to fill that slot would be John Morrison. He would definitely need to work on mic skills, but he has the looks and talent to be the next Shawn Michaels.

New Generation V 2.0. Have DBry in the role as Bret Hart as the main event face and Orton as the established main event heel. The new group of up and comers consisting of Ambrose, Rollins, Reigns, Cesaro, Barrett, Wyatt, Rhodes and Rusev could fill the roster as the Kliq did. Guys like Miz, Ziggler, Kingston, Ryback ect could hold down the mid card while the above eight could intertwine between the main event and the mid card. Have 7 or 8 good tag teams and a couple dozen lower card and jobber guys and BOOM! A well balanced roster while slowly introducing the NXT big dogs like Zayn, Steen, KENTA, and Devitt

They'll likely be losing a lot of money when Cena's gone, but perhaps his run has changed the rules and the next top guy accepts that that kind of workload comes with the position. Bryan definitely seems aware (based on interviews and the WrestleMania documentary) that if he's stepping up to the Cena level, he has to make the Cena level sacrifices and do the Cena level grind. I'd assume everybody understands that, and the guys coming up are committed to that same insane work ethic, so maybe they'll be fine. Really? There are a good dozen or more on the roster that are way ahead of Jomo. Hell, even Ziggler would be better suited, and Ziggler's a million miles away from being a viable candidate.

top heel: ziggler how i'd do it: after a year long ic run, ziggler begins having an affair with stephanie mcmahon, leading to a feud with triple h where ziggler wins. it would actually be a turning of the tables on hhh's 99/2000 feuds where ziggler would play the scared heel that in the end delivers. top face: kevin steen the biggest reason is the guy can talk well. big angles need guys that can handle the mic, and steen would do that. have him with a stone cold style dgaf attitude with at first a samoa joe/taz like killing streak.
i'd also fire david otunga.

I think the Cena ''business model' should be killed off. I am a Cena fan but no one guy should be on top alone for that long.
For one reason or another he's a money making machine but I don't think it could be replicated and I don't think it should be. Besides sure, he practically prints money, but if they out enough focus on other talents they could all contribute to a greater sum.
Just have one big, credible main event scene. Let guys like Ambrose, Rollins, reigns, Cesaro, Wyatt, zayn and steen all do their thing.
