It's because of him having to transition between funny wisecrack to tough hashtag thrower. Way back when, there was no seamless transitioning, because there hadn't been a need for any transitioning at all. I only assume that, had he had worked with the transitioning more back in the '90's, he'd be great at it - since he was so good executing them in his last run. As an attitude era guy, he could work in both smooth-talking tough guy and deadpan comedian, having them mesh together beautifully.
Yes I know it was from many other reasons contributing, but I'd like to not talk about those, because everyone already knows what they are. Plus, that's more logistical, like the via-satellite thingymajiggy - not his shtick.

Are you trying to say why wasn't he as over? I think he pretty much was. I also think he was very rusty and he got gassed fast doing his promos.

I think Dwayne Rock the Vote Johnson did pretty well for himself.
I've never been a fan of the guy's, but it seemed like the fans liked him just fine.

What?
I was fortunate enough to see him live in Boston TWICE during his latest stint with he company. And boy oh boy. When they call him "electrifying" it isn't just some gimmicky saying. It's an actual real life feeling that you get when he enters the arena. Man I LOVED his latest run. Every time he came around it felt HUGE , and it was because he's the biggest actor in Hollywood. Idc what all the haters say. The Rock can come back any time in any capacity and Ill be more than pleased with it.

It's because it's not 1999 anymore, and his "popcorn farts" and "ladyparts" material was as lame as "JBL is poopy." For years, people had thought The Rock coming back would be great, and it was at first, but he was utterly embarrassed and shown up on the microphone by the current stars. He was supposed to be a great saviour from the attitude era, but he got there and he couldn't even hang with Cena or even Punk.

i think when the rock returned he was playing two roles that conflicted - on one end, he was trying to be the same dude he'd always been and reconnect with his fans, but he also needed to retain elements of his hollywood profile and not go 'too deep' with a feud to protect his public movie star profile. if the rock is suddenly calling cm punk offensive names that warrant attention, suddenly the rock isn't being seen as the same 'fan pandering to all' entertainer. i think the realism of punk and even cena's profiles towards him legitimately kind of caught him off guard, because it is the rock character that entertains, not dwayne johnson. and dwayne johnson nearly got exposed.

Having to water down and limit a character is never good, WWE knew what Rock was about and having a dialled back PG version was never going to be as good. Rock could have gave us better than what he did, just look at the Youtube video where he bad mouthed Cena as good as any other has, proved he hadn't missed a beat and even some of his PG gags were amusing atleast alot more so then anything we have seen since. Having him have his promo written on his wrist and stuff was cheap and clearly something that was not needed. When he was put up with a less protected star like Punk his promos and work was alot better, not the Rock of old but still improved from the flat feud he had with John.

Instead of being great and forcing the current guys to keep up, he struggled and failed to even keep up with them, and his biggest fans either felt disappointed or stuck their head in the sand and made excuses. But look at Brock Lesnar -- he has been fairly awesome in his comeback, and people haven't had to come up with weak "it's PG's fault, PG handcuffed him, PG SUX" excuses for him.
