This has turned into a, "who should WWE given the World Title to" thread... I mean in that regard, I'll say Piper, Owen Hart, and Mr. Perfect. But all of those guys had opportunities to win the title, and WWE just didn't pull the trigger. Same goes for Razor. That's different than being under utilized to me. I mean I guess underutilized in the sense that they could have been World Champion but weren't but they all would have been transitional heel champions even if they had won, which would have been fine imo. When I think about guys who were under utilized and just really never got the chance to live up to their potential in WWE, mostly for political reasons imo, I think of the following: Raven - Could have had an amazing feud with any of Stone Cold Steve Austin, Undertaker and Cactus Jack. Where the was that at and why did he not at least win the IC Title? Huge waste of talent and the gimmick. DDP - What were they doing? I mean the guy is a top star in WCW and should have been put over like one. Guy was booked to fail and still managed to overcome some of it with Positively Page but . Sean O'Haire - Guy was a freak athlete, with a great look, great gimmick and the perfect mouthpiece. He should have been a star, a World Champion, and a HOFer. Instead, Piper got fired, and he fell out of wrestling altogether. MVP - Ballin! Easily the best heel on the roster during his US Title days and nobody ever thought to elevate the guy. He was over crazy as a heel, over pretty much the same as a face and he just floated around being wasted for the majority of his 08-10 period. Carlito - The guy said it himself, he wasn't sucking managements d*ck to get opportunities. That being said, he should have been given every opportunity. Awesome heel, awesome face, good worker, great gimmick, seriously under valued. Putting him in a tag team, at various points wasn't horrible, but it was a fraction of what he was capable of imo. I want him back still to this day, and he's even a body guy now haha. ANNNNNNDDDD Scott Steiner - You don't bring the best heel in professional wrestling into your company and then make him a babyface, with drop foot, and then feed him to Triple H. It was a horrendous idea. Steiner should have owned up to his injury, WWE should have known about his injury, and they shouldn't have wasted the out of the guy. B I G Booty Daddy was money, and the stars didn't align for Steiner or Management in his time with WWE. Damn shame if you ask me. Let's not forget about Dolph Ziggler. Biggest waste of god given ability on the entire roster. He'll continue to be on this list for me, likely for years to come, sadly.

Far and away it's Raven. He had so much potential and he should have been feuding with The Undertaker for a long while. Raven could have been such a cool character to use during his whole time with his promos and whatnot. Stupid move by the WWF to use him the way they did.

Also from Steiner's medical in October 2002 WWE knew all about his drop foot......that's what makes the booking of his match with HHH @ RR03 even more confusing. It should have been a short intense brawl(7-10 mins) that Evolution has to save HHH from with a DQ win. Ditto with NWO.....its made no DQ so HHH cant hide behind the stip but HHH uses that to his advantage to beat Steiner dirty. That way Steiner doesn't look like such a chump

By early nineties standards, Bret would've looked like a weak champion going into WrestleMania IX if he swapped the belt for a week or two with upper-midcarder Mr Perfect on Raw. Plus they were both babyfaces, and it's not often (in those days at least) that babyfaces feud for several weeks unless one of them is going heel. Plus, a forgettable title reign for a week or two would never ever be a difference-maker in a "used properly" sense. At least not in a positive way.

I always felt that Mr. Perfect should've won a World Title, but I can't think of a time that fit. I always say Owen Hart should've won too, in '94. Got the Backlund reign. Even if he dropped it in 3 days and 8 seconds. Good point on Perfect though.
