As a swiss guy i agree with Cesaro as the bigget fail ! And second biggest fail : not releasing a FB Brock Lesnar with undisputed title and a Paul heyeman(baf or elite) to go with him and with punk...

Legends. Not the figures themselves, just how it all went down. It's sad that the line with the most potential was unarguably Mattel's biggest flop with the WWE license.
Odd attire choices (Slaughter, Snuka, arguably LOD), Shelfwarming re-releases (K-mart HOF series), over-distribution (series 2 and TRU tag teams are still around some places) that led to stores not ordering later sets, an online poll that didn't work right, website SNAFUs, and the list goes on and on.
WWE themselves kind of made it hard for this line to take off also, as I recall MDT saying that they wanted no "current" wrestlers in the Legends line, meaning no past versions of Undertaker, HBK, Kane, HHH, etc.
If it was able to start off strong with names like HBK, Undertaker, and Andre at retail, it would have fared better. If they would have gone with well-known versions of wrestlers instead of obscure attires (camo Slaughter, barefoot Snuka, LOD in red), it would have fared better. If the TRU tag team sets wouldn't have included two previously released wrestlers in unpopular combinations, it would have fared better.
There are just so many seemingly no-brainer decisions that could have helped, but for one reason or another, the line just kept making missteps at every turn.

Probably FlexForce, but those weren't really made for collectors like me.
Honestly, I've loved every Basic & Elite I've bought. If I pass something up it's due to me already having a different version.

failed attempts at awesome lines. entrance greats/defining moments as well as legends. all had huge potential and i hope we haven't seen the last of them.
a more specific failure? figure wise? gotta go with Legends 1 Slaughter. would have preferred the more iconic camo attire - or even better yet, heel turn champ attire.

I think the Cesaro figure is pretty solid once you see it in person. Not perfect, but not nearly that bad either.

biggest fail like VWGuitar mentioned - LEGENDS
completely mis-managed. If the strategy didn't work in the first series, here's a thought....re-think your strategy!! Don't release a HoF line and canabalize Series 1, don't spread out your product-line with Entrance Greats and Defining Moments which were basically glorified Legends. Don't do more obscure attires if the uptake wasn't there - and don't flood the damn market with over-produced Series 2 figs.
I'm actually happy the old Bill is gone from MDT, I just hope they re-visit Legends and stop hiding behind Flashbacks.

For me it's an easy answer.
The random confusing infuriating out-of-order one-per-case too-many-pegwarmers distribution.
Figure wise, I would say the early Jack Swaggers which were too small and had bad head sculpts. The last Swagger figure was awesome, though.
